Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the announcement of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been stabilised. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of rocket attacks on Kyiv.
The Rhythm of Diplomacy and Destruction
The sequence of opposing developments captured the bleak nature of the current period. By day, negotiation efforts are waged: optimistic declarations are released from multiple capitals. Significant resources is devoted on containing specific proposals. By night, Moscow brutally reminds the world that, for them, military action persists as the primary tool for achieving "resolution".
Nighttime Reality
As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was laid bare. Ukraine is equipped to monitor projectile deployments from enemy soil, a capability afforded by current data. From witness perspectives, defense planes that had been scrambled to engage hostile cruise missiles roared overhead – modern combat jets provided to Ukraine by Western partners.
Soon thereafter, Kyiv's missile defense thundered: several firings deployed against a Russian ballistic missile. This was a modern interception technology at work, most likely provided by partner states. Every firing jolts you unexpectedly, causing tremors. The instant of fear quickly gives way to grim resignation: possibly the approaching threat won't strike its target this time, sparing the city from catastrophe and additional electricity failures.
Continuous Dangers
Soon after, a large-caliber weapon engaged a aerial vehicle in the vicinity, part of a defensive team – probably Western-made equipment. Regrettably, the bullets missed the hostile drone – it maintained course toward its destination.
Intermittently, this persisted until dawn. Kyiv greeted the early updates: multiple fatalities, damage and heating outages in multiple buildings as a result of the evening attack. As always, everyone still continued their routines – enduring hostilities. But those 24 hours encapsulated Ukraine's essential dependence on international aid – a dependence that neighboring countries are demonstrably unable to substitute in the immediate future.
Ineffective Peace Efforts
The 28-point plan from Washington sparked intense emotion, controversy and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.
Every new approach from US leadership unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually win the battle. This trend will, undoubtedly, continue.
Tactical Assessments
It is easy to blame specific actors of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. US administration works based on a premise well known to international relations experts: you cannot secure via talks what you have lost on the battlefield. The US administration believes that it is unfeasible to compel Moscow to surrender the land that it currently occupies in Ukraine's south or east.
The issue is that while accepting these circumstances, Washington does minimal to discourage Russia, through statements or actions, from assuming that the situation will not shift further in its advantage in the coming year.
Opposing Positions
Therefore, Russian leadership is confident that the clock favors them – that Ukraine and its supporters are approaching exhaustion. Their motivation to sign a deal that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's leader remains supremely confident in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding civilians and areas but preventing a entire defensive failure until circumstances change in its benefit.
Existing Situation
Factually, there are no real preconditions for a truce. Now, personal considerations are coming into play: leadership ambitions to mediate resolution and secure international recognition, and Kyiv's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any proposal Kyiv finds unacceptable, so that their attention does not move to domestic problems. And although their mission will now be significantly challenging after current events, it remains quite doubtful that this will modify their basic position.
These conflicting dynamics are influencing discussions.
Assessment and Future
It took a just a single week to eliminate the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, current information leaks, all did their job.
While new plans based on previous concepts are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to alter the situation, if they maintain solidarity and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, largely rely on ongoing international assistance.
